The upside down broken cross represents anti Christianity or to mock Jesus. It is enclosed in a circle, the circle meaning to keep some thing in or something out. This represented Nero's vision. Nero believed that there would be world peace without Christianity. Thousands of Christians were killed under the reign of Emperor Nero.
